Every year state legislatures enact a number of interesting laws. We thought we’d recap a few just to ring out 2015 and ring in 2016. Here are some changes to expect in 2016 in California, and a “feel good” favorite in Illinois – just because we love our animals in every state!

CALIFORNIA

Vaccination (S.B. 277): The amendment to the vaccination law removes the immunization exemption for personal belief for children attending public or private elementary or secondary school, day care, nursery, or development center. In response to recent disease outbreaks in the country, the legislation imposes stricter guidelines and immunization requirements for people in in a classroom setting where there is a lot of human interaction.

Earbuds or Headsets (S.B. 491): This law makes it unlawful to wear a headset covering, earplugs in, or earphones covering, resting on, or inserted in, both ears, while operating a motor vehicle or a bicycle. This prohibition does not apply to persons operating authorized emergency vehicles, construction equipment and refuse or waste equipment while wearing a headset or safety earplugs.

Electrically Motorized Skateboards (A.B. 604): This law defines “electrically motorized board,” and restricts their operation on public facilities, requires boards to be equipped with safety equipment, and authorizes cities and counties to regulate their use. It also makes it a crime to operate an electrically motorized board while under the influence of drugs or alcohol. In addition, the law limits the board’s operation to individuals 16 years or older, requires operators to wear a bicycle helmet, wear safety equipment to increase visibility at night, and limits their operation to roads with a speed limit of 35 miles per hour or less. A conviction for violating this law is punishable by a fine of up $250.

ILLINOIS

Humane Care for Animals (S.B. 125/PA 99-0311): The amended section adds that “No owner of a dog or cat may expose the dog or cat in a manner that places the dog or cat in a life-threatening situation for a prolonged period of time in extreme heat or cold conditions.” Such instances include leaving the animal outside during cold winter days or inside vehicles without proper ventilation. Individuals convicted of violating this will be guilty of a misdemeanor and punishable by a fine of up to $2,500 or up to one year in jail.

These are only a few of the many new changes in the new year which can easily be overlooked. Make sure you are aware of new laws before you break them. (And stay off that motorized skateboard after drinking and celebrating the new year!)
